The 20th Anniversary Werewolf the Apocalypse has this to say on regaining Willpower:
Of the three 'suggestions' none are fast and easy, which implies regaining Willpower is not an easy feat, and it shouldn't be.
As with Rage and Gnosis, Willpower will not start to regenerate til the end of the scene it is used in. So if you started a scene July 2 and the scene ends July 10th, that is when your character will start regaining willpower. If for some reason, you have another scene that started on July 5th, you will be down whatever willpower you used in the earlier scene. This is to make it easier for staff to track and prevent abuse of willpower.
And, like gnosis, there are a couple options available that "may" give character back some willpower faster. These are:
• Characters who achieve a personal victory in the framework of the larger story can regain some amount of Willpower. These victories should relate directly to the character, such as confronting a personal enemy or overcoming a vice. The Storyteller rules whether a character has regained some or all of his self-confidence by this action.
• If a character performed his auspice duties particularly well, she might regain one to three Willpower points. This method is subject to the Storyteller’s approval, and it relies largely on the roleplaying skills of the player.
• A third way is fulfilling the requirement of you Nature Archetype, the character will have an opportunity to regain a point of spent will power.
All three of these methods are up to the staffs discretion.
Characters must be able to rest in order to regain Willpower. Between their ongoing battles against the Wyrm and its minions, the daily rituals and duties of the human side of their lives, Garou often do not have time to take a breath. This section presents three different ways characters can regain their Willpower; it’s up to the Storyteller which of these methods she uses.
